EXTRACTS FROM MINUTES OF THE MEETING (314th Meeting)
OF STOURBRIDGE TOWNSHIP COUNCIL HELD IN THE TOWN HALL STOURBRIDGE
ON THURSDAY 19th July 2007 AT 7.15 P.M

PRESENT:
Stourbridge Township Council: Mrs E M D Scott (Chairman of the Council) in the Chair, Mr J B Shepherd (Vice-Chairman & Clerk to the Council), Mrs M Wakelam (Deputy Clerk to the Council), Mr B S Craddock, Mrs E E Fellows, Miss A Green, Mr K C Jones, Mr P J Miles, Mr D M Price, Mr B D Waller, Mrs G P Waller and Mr D L West.
Also present Councillor J Collins and Mr Mark Rose (Site Editor of About My Area).

APOLOGIES FOR ABSENCE
Apologies for absence were received from Mr D C Baker, Mr A C Dawes, Mr M D Fellows, Mrs P J Fellows, Councillor I M Kettle and Mrs J G Kettle.
Apologies were also received from Inspector P Boardman, Mr C Hale and Mrs L Waltho MP.

POLICE MATTERS
Item A; Communications had been received from Police Sergeant Dalton and PS Osbourne with regard to PACT matters and items raised by our members. The question of a committee being appointed in connection with future PACT meetings was discussed, our members will continue to participate and Mr B D Waller will liaise with PS Dalton and Cllr M Knowles.

Item B; Mr B S Craddock has liaised further with Mr Glyn Randle DMBC there will be ongoing contacts to discuss the synchronisation of lights on the Ring Road also with regard to the lights and proposed ‘observation only’ cameras near Wharf Road.
Mr Craddock had been informed of road widening plans at Vicarage Road to assist traffic flow at those lights. He agreed to also look into points raised by Mr B D Waller regarding the crossing time allocated for pedestrians depending upon the sensors at Enville Street.

Mrs G P Waller asked that the police be made aware of the fact that dropped kerbs at West St /Green St were being obstructed. She also called for attention to disused factory premises in Birmingham St which were being vandalised and occupied by youths.

Item C; Mr D C Baker had reported that taxis were still ignoring the High Street closure by entering the area via Coventry Street and then driving between the post box and the building line. Action had been taken, but a further bollard was required to prevent this. Some residents of Lower High Street have complained of drunken noise and nuisance since the vehicle curfew arrangements have been in place. We will monitor the situation in liaison with residents over the extended trial period.

On the question of stab jackets for PCSO’s a new letter had been received from Lloyd House Police HQ requesting a further update from the Council, after further discussion it was agreed that our Clerk Mr J Shepherd will write again to Sir Paul Scott Lee.

CHAIRMAN’S COMMUNICATIONS
The Chairman again raised the question of the water problems near the BP services, Cllr Collins agreed to make further enquiries.

Mrs Scott together with other members had attended the Veterans parade and the service at St Thomas Church, our MP Lynda Waltho was thanked by our Chairman for her regular contributions to our meetings via Mr C Hale.
The Chairman commented upon the display of The Stourbridge Mace, she looked forward to seeing future displays of the town’s regalia in Stourbridge. Mrs Scott asked that a letter be sent to Mr K Dockerty in recognition of his work with The Royal British Legion and also over many years with our Council.
MATTERS ARISING FROM THE MINUTES
The Vice-Chairman’s bulletin of all communications sent and actions taken on behalf of the Council since our last meeting was circulated. Mr J Shepherd said that ongoing matters outlined in the report together with matters raised this evening will be listed for presentation to Mr Matt Caddick the Town Centre Manager and to the appropriate departments at DMBC. His next bulletin will detail all results and progress; this will be distributed at our September meeting. He hoped to have received a reply from the Chief Constable on the subject of a ‘stab vest’ provision for PCSO’s by the time of our next meeting
MATTERS RELATING TO PERSONAL SERVICES
Mr K C Jones spoke of his recent experiences at Russells Hall Hospital, though quite pleased with the inpatient care; he was very concerned at what he saw to be failings in the A & E Department. Mr Jones commented upon the waiting times, dispensary arrangements and the failure to provide patient transportation.

MATTERS RELATING TO TECHNICAL SERVICES

Item A; After favourable communications from Cllr A Adams ‘the old quarter’ problems will continue to be monitored. Potholes in the area are still in need of attention.
Item B; There was nothing further to report on building or redevelopment plans from the town centre areas.
Item C; No reports were received of any noticeable increase in drunken/disorderly behaviour in the town centre.

The concerns made known by Lower High St residents about taxi arrangements, late night noise and nuisance were debated, it was agreed that residents in the town centre must be heard and their problems must be addressed.

Mrs G P Waller commented upon the obstruction being caused to pedestrians in the town by the many ‘A’ boards on display.
Mrs Waller also told members that overhanging trees were preventing people using the Ring Road bus stop from identifying bus numbers as they approached. She said that the same bus stop needed a litter bin provision and repairs to the existing bench. Cllr J Collins agreed to bring these matters to the attention of DMBC.

CIVIC AND LOCAL GOVERNMENT MATTERS
Stourbridge Area Committee Meetings; 7pm Monday 19th November at Hob Green Primary School, 7pm Monday 21st January and 7pm Monday 10th March 2008 both at Hob Green Primary School.
The Township Council will meet on Thursday 11th October 2007, Thursday 8th November and Thursday 13th December 2007.
